The closest area he could safely beam to was one deck above the Aeroshuttle Dock. From there, he could manually override the fire suppression controls via maintenance hatches in the deck. To seal off the flow of plasma through the ruptured conduit, he would need to be in the general vicinity of the rupture. Given the cramped nature of the area and the rescue mission taking place, the Gorn would likely do more harm than good.

The decompression controls seemed to be in working order. If they failed, all he would need to do would be to activate forcefields around the fire and wait for it to starve itself of oxygen.
Only the one conduit appeared to be ruptured, but it was burning through precious plasma at an alarming rate. If the fire spread, conduits between the decks would start to overheat, and eventually, fail.
