As for rerouting power, it could be done. Emergency power was provided by the Fusion Reactors that powered the Impulse Engines, or the emergency batteries where necessary. Neither used EPS conduits to provide power, instead relying on good, old-fashioned wiring. Emergency lights and power to the fire suppression system could be maintained even if the EPS flow to that area were shut off entirely.
