When the Captain turned to him and asked for his input, Gath set down his fork and took a sip before beginning, "Well, violence never resolves any such negotiations, it only complicates them more. If they can agree that this should remain an economic and cultural negotiation, putting aside any thoughts of violence, for the good of their people, that at least sets a cooperative tone. Even if there had been no thoughts of engaging in such behavior, such an agreement is a positive step forward. The less they were inclined to violence in the first place, the easier that step can be. After that, all negotiations become about balances of oversight and mutual participation and sacrifice. Any middle ground that is an objective is much easier to reach if they don't have to fight for it."
