Be they a crew of explorers, or survivors attempting a last desperate escape from a troubled world or something else entirely, we're not going to know for sure until we examine their records and consider speaking with them, though I suggest we do so in that order, in the event that there might be useful information in those records. Either way, the fact that their world and culture no longer exists other than what remains floating in space in front of us, does change the legalities of the situation, as pertains to the Prime Directive.
