Even with the alert Cologero didn't want to act to quickly it could expose their intent, the person whom went up to the shuttle might not be the person of interest. He did a scan of the shuttle that was meant to be more of a health and safety check, it was within the law to make sure that everyone was healthy in their space. It would prove one way or another if he was going, or practicing the art of misdirection.
