The bridge was humming with a steady flow of activity. All personnel were hustling to ensure that the team working with the crew of the Broken Arrow had everything they needed, but also maintaining their stations for nominal ship operations. Fortunately, despite her age, the Zephyr was performing flawlessly thanks to the actions of a stellar crew.
"To the Acting Commanding Officer of the USS Zephyr, I am Captain T'Kov of the USS Templar," the Vulcan Captain stated smoothly, his tone devoid of hostility but brimming with absolute, by-the-book authority. "By order of Starfleet Command, we are here to assume jurisdiction of the Icarus III artifacts and biological subjects. Please synchronize your warp field with our science vessel so we may begin the immediate, mid-warp transport of the stasis pods."
Powl saw the communication begin flowing. Before he activated the two-way communication, he used the communication panel on the center chair to open the channel for Ra'an, Ameen, Kier, Gath, Dr. O'Fee, and Keti to hear. Torok stood from his center chair and maintained a similar visage to that of his Vulcan counterpart now on the viewscreen.
"I am Lieutenant Torok Powl. Your request is acknowledged, and we will begin preparation for the transfer. Our Captain is predisposed to readying our guests and the ship for the transfer."
As Powl processed the request, the Ops console flashed a critical warning. The Zephyr was currently routing a massive, delicate power umbilical directly to Holodeck One to keep the waking Apex Protector stabilized. If Powl allows the Templar to link their warp fields or initiate a heavy transporter lock through the Zephyr's grid right now, the resulting EPS power fluctuation will instantly sever the Holodeck's medical protocols, effectively killing the alien Commander Ameen is currently trying to talk to.
Captain T'Kov, unfortunately, we are unable to satisfy the Star Fleet order at this time. Due to the nature of the situation, we are currently deploying a substantial amount of power in order to preserve our mutual interest. Further, our Captain is in the process of making First Contact and cannot be disturbed at the moment. Due to the Star Fleet regulations governing any First Contact, and to avoid sabotaging the interaction between the Captain and the Icarus subjects, I am not able to disrupt the initial meeting of a new civilization. Unfortunately, synchronizing our warp field and preparing for the large draw for a mass transport would tax the EPS grid to failure, potentially killing our guests. It is regrettable, but we are operating simply within the parameters we are able in a rather aged vessel. Despite our diligent work to upgrade the internal systems of the Zephyr to operate at the level of currently in-service models, we have not yet achieved complete success. As such, our ability to allocate power is somewhat limited to its current output. Thus, we are unable to comply.
Additionally, we have not been able to examine the subjects yet to satisfy quarantine protocols properly. Due to the subjects' unknown physiology and stasis pods, we were unable to perform a comprehensive screening to rule out any risks to your crew. We have only just now begun to examine the subjects for potential foreign contaminants.
While this is regrettable at this time, but I have to request that you stand by until such time all protocols and regulations can be satisfied.
