The ship is a Klingon transport vessel, with a transponder that shows the vessel's name as qoH, registered out of Arcturus IV. The planet was a known safe haven for ships that, if not outright smugglers, at least wanted to play very fast and loose with cargo manifests and other regulations. The qoH was moving at a sedate pace, clearly not expecting trouble. She appears to be undamaged, but the probe doesn't have the capability of determining lifesigns or what cargo she may or may not be carrying.

There was still approximately 75% of the reserve power available for other systems, and that was before considering any non-essential systems to be rerouted.

Unfortunately, the course plot proved to be incorrect. While under normal conditions the course would have been sufficient, the nebula was playing havoc with the Artemis' sensors, including the transporter's targeting array. If they followed the intercept course, the transporter would be unable to put the probe in the right location. A choice would have to be made.
==Just a note for the future, Midshipman: best practice here would've been to describe trying to come up with a course plot and asking me whether it's possible, rather than saying you've found one and then asking whether you're correct. I did love your post otherwise, though!==
